1980: Adult Day Programs obtain first license by Department of Social Services.

1983: The Poplar Center farming program ends

1984: Poplar Center operates transportation service contracts with various local agencies.

1989: Supported employment and individual placement begins at both agencies.

1994: Poplar Center establishes Community Integration Program (CIP).

1999: State of California issues a resolution in honor of Children's Services' 50th anniversary.

Disabilities

1983: A $1billion CA budget deficit prompts Assembly Bill 40X, which provides emergency regional center funding, grants Department of Developmental Services authority to control regional centers, resulting in service reductions at ten centers.

1985: Additional state budget deficits cause Department of Developmental Services to reduce funding for regional centers resulting in cost-saving strategies like waiting lists and categorical services cuts.

1985: Budget cuts and subsequent restrictions prompt Association for Retarded Citizens v. CA Department of Developmental Services. The Supreme Court rules the Lanterman Act defines a basic right and a corresponding basic obligation..

1989: Two decades after the enactment of the original Lanterman Act, regional centers serve 92,000 clients and their families and the state hospital (or State Developmental Center) has a reduced population of 6,700.

1991: National recession hits CA hard. Regional centers are required to develop and implement expenditure reduction plans, with total unallocated reduction more than $31 million.

1993: CA begins the implementation of the California Early Intervention Services Act requiring statewide services for eligible infants and toddlers, birth to 36 months.

1995: California's economic downturn results in unprecedented budget reductions for the regional centers, totaling more than $113 million.

1996: With empty beds at developmental hospitals (result of a 1993 court decision) administration begins consolidating developmental centers.

1997: The CA state budget for community services is just over $1 billion.

Key Legislature, Hearings and Court Decisions

1981: CA Supreme Court rules any adult with a developmental disability who has been placed in a state hospital is entitled to a judicial review to determine whether he/she should remain institutionalized.

1990: Americans with Disabilities Act (ADA) is passed. The landmark legislation affirms the rights of citizens with disabilities and prohibits discrimination in employment, public services, public accommodations and services that are operated by private entities and telecommunications.

1990: The Education for All Handicapped Children Act is retitled the Individuals with Disabilities Education Act (IDEA).

1991: The Civil Rights Act of 1964 was amended to protect and cover workers in employment discrimination cases, allowing the award of monetary damages for intentional discriminatory acts based on sex, religion or disability.

1992: Lanterman Act amended to clearly establish the right of consumers to make choices about where and with whom they would live, their relationships, the way they spend their time and their future.

1993: An out-of-court settlement (William Coffelt et. al. v. Dept. of Developmental Services. et. al.) results in more than 2,000 residents from state-run developmental centers being placed into CA communities over a five year period.

1999: Olmstead Decision by Supreme Court passed, agreeing that confining persons with disabilities in institutions without adequate medical reasons is a form of discrimination violating ADA Act of 1990.
