Chief Financial Officer
Immediate Supervisor: Chief Executive Officer Supervision Exercised: IT Manager, Operations Manager, Accounting Manager
SUMMARY:
-
Responsible for all financial, fiscal management and information technology functions of the Agency.
-
Provide overall leadership and coordination in the administrative, business planning, accounting, budgeting, information technology and strategic initiative efforts of the Agency.
-
Direct financial strategy, planning and forecasts to support opportunities for expansion and growth.
-
Responsible for development, implementation and ongoing monitoring of all policies and procedures to ensure conformance with generally accepted operational and administrative practices regarding corporate compliance.
DUTIES AND RESPONSIBILITIES:
-
Oversee and evaluate the financial programs and supporting information systems of the Agency to include budgeting, tax planning, real estate and conservation of assets

Coordinate the preparation of financial statements, financial reports, special analyses and information reports
-
Responsible for chairing Gatepath’s Corporate Compliance team and submitting periodic reports on team activities
-
Establish and maintain appropriate internal control safeguards
-
Interact with the CEO and other managers to provide consultative support to planning initiatives through financial and management information analyses, reports and recommendations
-
Work closely with managers to determine areas which would benefit from automation and coordinate work within the Agency to implement appropriate systems; provide overall management of automation projects for the Agency.

Ensure that record systems are maintained in accordance with generally accepted accounting principles
-
Review cash flow, cost controls and expenses to guide management. Analyze financial statements to pinpoint potential weak areas
-
Approve and coordinate changes and improvements in automated financial and management information systems for the Agency
-
Coordinate and oversee investment policies
-
Study, analyze and report on trends
-
Conduct long range planning
-
Establish and implement short and long term departmental goals, objectives, policies and operating procedures
-
Serve on planning and policy-making committees
-
Hire, train, supervise and evaluate professional, technical and clerical staff
-
Develop administrative and Board approved policies and procedures to assure an efficient and effective fiscal operation
-
Prepare cost statements and rate increase requests for public funding sources
-
Ensure compliance with local, state and federal budgetary reporting requirements
-
Oversee the approval and processing of revenue, expenditure and position control documents
-
Comply with applicable policies, i.e., Community Gatepath Safety Policies and Procedures, CARF accreditation standards, CAL-OSHA, etc.
-
Comply with participant rights, Community Gatepath and program policies and procedures, and quality assurance standards
-
Other projects and duties as assigned
QUALIFICATIONS FOR POSITION:
-
Knowledge of advanced principles and practices of accounting, research methods and financial planning
-
Ability to interpret policies, guidelines and procedures; develop recommendations for improvements, as necessary
-
Ability to analyze financial data and prepare financial reports, statements and projections
-
Knowledge of computer systems and applications as used within the accounting field
-
Knowledge of principles and techniques of systems analysis and design
-
Ability to manage and work in a decentralized office environment
-
Ability to analyze, evaluate, develop and/or implement systems and procedures for data processing applications
-
Ability to perform complex mathematical and statistical calculations accurately
-
Ability to supervise, evaluate and train assigned personnel
-
Ability to work with detailed and confidential information
-
Excellent organizational skills with close attention to detail

EDUCATION AND WORK EXPERIENCE:
Any combination of education and experience that would likely provide the required knowledge, skills and ability is qualifying, unless otherwise specified. A typical way to qualify is:

Bachelor’s degree in Accounting or similar field
-
CPA required, MBA preferred
-
Five (5) to seven (7) years increasingly responsible experience in accounting and information services management
-
Three (3) to five (5) years experience in internal and external audit activities
-
Experience in mergers and acquisitions a plus in addition to rapid growth business strategies
-
Experience in governmental funding
